Let’s talk about small eyes first.
Eyeshadow you use has little to do with making eyes look bigger. It may add bigger apperenace but it is not primary. What is essential is eyeliner! If eyes are small, do not line the whole eye with eyeliner- it will make them look even smaller! Instead- use eyeliner only on outer creases of eyes. I also have quite small eyes, and my eyes are shaped the way I use eyeliner only on lower lid- on the end of the lid and make a small line going out of the corner- this makes eyes optically look bigger- you add some size. This is in my case- some make a line on upper eyelid- it all depends on the shape of an eye. It is best if you experiment a little a see what suits your best… it is only important to make a line on outer part of the lid (not more than last third of the eye) and to extend a line little out of the eye (but not too much).
About circles under eyes- it is best to use concealer, which is slightly lighter than your powder (your skin tone), by all means not darker- this will only bring out darkness under eyes. Apply concealer with fingers – make it not visible… One trick or beauty secret, as you say: when having dark under eyes- do not ever apply mascara on your lower lid- shadows that mascara makes increases darkness under eyes.
