There are many possible reasons for dry and scaly skin- following are most usual: being exposed to wind, also in winter time being exposed to dry air and low humidity. Dry and scaly skin can be due to over washing- this is when natural moisturisers reduce; the same happens in old age.
Inherited factors are possible cause. Besides some other medical conditions like underactive thyroid gland or being on particular medications and some other skin conditions like psoriasis are possible causes.
So, how to treat dry and scaly skin? First of all, reduce face washing and use of any sorts of face washes or soaps! You didn't mention whether you have dry skin on face or on body. If body is the case, it would be wise to minimize showering to every second day and make shower short as possible, plus wash yourself with lukewarm water. If planning to use soaps (I know it is hard to wash without them), make sure that they have the same pH as skin, which is 5.5.
Applying moisturisers is very important. It would be wise to see a doctor or at least pharmacist to recommend you which moisturises would be best to apply.
