senitive red dry patchy face

I have problems with my skin on face. I have very senitive red dry patchy face. I am not using any chemical preparations, scrubs or anything similar. I was, but they weren't helping me, actually they made situation even worse, so i had to stop. I use baby oil when removing makeup, and is the only product that doesn't make my poor skin even more irritated.
But i don't use baby oil for moisturizing because it leaves oily residue on skin. I mean, my skin is dry, despite that baby oil is too oily for dry skin. But, since i started using it, skin on face got a bit better- less patches. Nevertheless, my skin is still sensitive, red and dry.
Do u have any suggestions what products i should use??

You have dry and sensitive skin on face only, or body too?
My sister has rosacea on face, and her skin on face is also fast irritated and very sensitive. Her skin reacts to all fragrance creams or lotions. She uses Olay Total Effects without fragrance (products without fragrance are always recommended for sensitive skin). Her dermatologist recommended her that, since it does not react with her rosacea medications. She also has sensitive, red, dry and patchy face, and this cream helps her balance moisture of the skin.
Besides, it is always best to consults dermatologist first, and listen their opinion.
